Brian Kelly was the first U.S. Probation Officer to officially hold the title of Cybercrime Specialist in the federal Judiciary. Appointed to the position in October 2000, Brian formulated the Eastern District of New York Probation Office Cybercrime policies and procedures, which included the creation of the district’s Computer & Internet Management/Monitoring Program. As a trained digital forensics examiner, Brian conducted hundreds of digital examinations over his career which uncovered crucial evidence used in numerous criminal proceedings. As a member of the Internet Crimes Against Children and Project Safe Childhood Task Forces, Brian coordinated with other federal, state, and local law enforcement agencies to prevent child exploitation. He also regularly conducted presentations to local schools on the importance of Internet safety. Brian was a member of the national Cybercrime Working Group (AOUSC), tasked with formulating national policy and training in the area of Cybercrime for the federal Judiciary.

In July 2021, after 25 years of decorated service, Brian retired from the US Probation Office. He is now working for SecureLearn’s founding partner, IPPC Technologies, as a Cyber Analyst to enhance their computer & Internet monitoring services. Brian is overseeing Spotlight, a new service that will change the landscape of computer & Internet monitoring data analysis. Spotlight applies a human eye to the process and results of IPPC’s artificial intelligence (AI) used to evaluate multimedia content. This validation process will improve the accuracy of IPPC’s existing products, delivering immediate and actionable feedback to supervision personnel when concerning imagery is identified. Spotlight also provides a critical feedback loop for future AI tools, an essential step towards pattern identification.
